CLAIM: Broward County Shooter Was Result of Broward County Policy!

Have law enforcement and school authorities adopted practices that mandated the Broward County shooter not be stopped?

What if the reason why the deputies were called many times yet never arrested (or even documented) the Broward County shooter was not an amazing series of coincidences in incompetence?
